The updated drivers worked for me, but this is certainly a good workaround. I've still been running into this issue on fully patched servers, so I'm not sure if the new drivers aren't coming down through WU and I need to download them myself or what. This workaround has been a life saver over the past couple weeks as I've been installing new servers and ironing out the kinks.

Personally, I would also check the firmware of the NIC drivers, and not use manufacturer drivers unless necessary. Broadcom NICs has always been problematic. Disclaimer: Attempting change is of your own free will. So, for eons MSFT has been at the mercy of the hardware vendors on this one. And many of us 'old farts' simply tweak these settings out or practice. Frankly, only within the last year or so have the vendors started to get it right where these no longer need to be manually tweaked.
New Intel NICs are excellent. Broadcom is still all over the place. Any other brand you get what you pay for. Also, if you tweak these settings, do it at the physical NIC driver. This affects all VMs, automatically. The way that it is designed is that if it is enabled on the physical, the vNIC should get it by default. And in the releases of Hyper-V the problems first manifest in the synthetic NIC and second in the synthetic storage controllers. Prior tothere was no indication in any console that this might be the case, so it was not easily discoverable.
Many folks just assume that Windows Update handles this in the VM, but not so. This is the nature of synthetic virtual devices. The synthetic virtual device is dependent upon features of the physical device. If the feature is disable or not available at the physical device, then this feature cannot be used by the virtual device because it isn't available.
But if it is off at the physical then it is not available.

The problem are Virtual Machine Queues, and on Broadcom network adapters they delay traffic to the VM and create latency issues. There is a quick fix for that though. All you need to so is disable Virtual Machine Queues on your network adapter. It takes 5 min to fix. To fix it, start up Powershell as an Administrator, then check to see if VMQ is enabled on your adapters, specifically anything by Broadcom.

The services that the extensible switch provides includes routing packets to and from the virtual machine VM network adapters in the guest operating systems. The VM network adapter is exposed by the network virtual service client NetVSC that runs in the guest operating system.
How to Disable VMQ with PowerShell
Under VMQ, the physical network adapter transfers the data that matches a receive filter test for a VMQ directly to that queue. This prevents software processing in the extensible switch. Data that does not pass any filter tests goes to the default queue where the extensible switch must process the data.
